In urging Obama to lift the US embargo on Cuba, Communist dictator Cuban President Raul Castro has said that the US Congress should simply be bypassed.
“Though the measures of the embargo have become law, the president of the United States can change the enforcement thereof under his Executive Branch powers,” Castro said during a press conference
We propose to the United States government to take mutual measures for the improvement of our bilateral climate and move forward toward normalization of ties between our countries.” Castro noted.
Of course, in reality Obama cannot legally change laws by himself. As Obama has noted himself many many times, he is not a King.
As confirmed this week, Obama is avoiding potential blowback from endless executive action, by issuing his directives as “memoranda” rather than executive orders.
Presidential memoranda do carry the same legal weight as executive orders, and still do not legally require any approval by Congress. In addition, Obama is still able to say he is not issuing as many executive orders as his predecessors, a premise he campaigned for the Presidency on.
“The truth is, even with all the actions I’ve taken this year, I’m issuing executive orders at the lowest rate in more than 100 years.” Obama said earlier this year.
USA Today noted Wednesday, however, that Obama has already issued more memos than any President before him.
“There’s been a lot of discussion about executive orders in his presidency, and of course by sheer numbers he’s had fewer than other presidents. So the White House and its defenders can say, ‘He can’t be abusing his executive authority; he’s hardly using any orders,” said Andrew Rudalevige, a presidency scholar at Bowdoin College. “But if you look at these other vehicles, he has been aggressive in his use of executive power.”
Obama has used memoranda for actions connected to gun control, immigration and labor regulations. This week, the President used another memorandum to declare areas of Alaska off-limits to oil and gas exploration.
It seems that ‘Emperor Obama,’ a title the president admittedly wears as a “badge of honor,” will issue another memo to establish ties with the communist dictatorship of Cuba.
